It is the airline's responsibility. You have to call the airline you flew with.

Well, the "airport" isn't responsible. The airline may be. You don't give nearly enough information to sort out what happened. Did you start out in Memphis, or make a connection there? What flight did you miss? Why? Where else could it be? It could be wherever you started out from. Or Cleveland. Or Memphis - if you haven't been any clearer in telling them what you're missing than you have in telling your story here, they might not know it's your bag they have. Or it could be anywhere your airline (I'm guessing NWA/Delta, right?) flies. Or, as you say, someone could have stolen it.

When you checked your luggage in, they were supposed to give you a receipt/claim check for it. Many times these days, this is in the form of a sticker that they put on the envelope your boarding pass is in. It has numbers and codes on it. You need to call the airline you originally checked in with and deal with their lost luggage department. They'll need the information on your claim check.

As RoofingPrincess says it is the airline you need to contact and not the airport itself. My lost luggage came within 24 hours the two times that it didn't arrive on the same flight as me.

Not the airport's responsibility but the airlines. And if you did check it, you would have gotten a baggage reciept, especially if you had to pay a checked luggge fee.
